Inter Pipeline confirmed Friday afternoon it received a “proposal” to purchase the company, in a statement issued at the behest of regulators a few hours after executives refused to discuss the matter on a conference call with analysts. At 3 p.m. EDT, about an hour after its stock was halted from trading pending news, the Calgary-based midstream company issued a brief statement in response to a request from the Investment Industry Regulatory Organization of Canada, or IIROC, confirming the offer had been made, but giving no details about the date, price or the identity of the bidder.CannTrust Holdings Inc. — CannTrust Holdings Inc. shares surged more than 40 per cent Friday after initially falling on the company’s announcement that its independent outside auditor has withdrawn its endorsement of the company’s 2018 financial statements, the latest fallout from recent revelations about illicit grow rooms at the Ontario-based cannabis producer. Accounting firm KPMG LLP has withdrawn its March 27 report on 2018 financial results and an interim report for the three months ended Mar. 31, 2019 and declared that the audited results can’t be relied upon as accurate, the marijuana grower said Friday in statement from Vaughan, Ont.Recipe Unlimited Corp. (TSX:RECP). Down 76 cents or $2.83 per cent to $26.09. Recipe Unlimited shares fell in response to weaker quarterly results despite management committing to pursue more strategic acquisitions and return more capital to its shareholders through stock buybacks and dividends. The company — which owns a wide range of restaurant brands including Swiss Chalet, Harvey’s, East Side Mario’s, Kelseys and Milestones — made the commitment as it reported lower second-quarter sales and profit. Total system sales at all locations dropped to $871.3 million from $874.2 million in last year’s second quarter — despite having five additional restaurants — due to a slow start to the patio season and competitor discounting.Hydro One Ltd. (TSX:H). Down three cents to $23.62. Hydro One Ltd.’s second-quarter profit fell by nearly 23 per cent from last year to $155 million as the electricity utility experienced higher weather-related costs for vegetation control and storm-related power restoration. The Toronto-based company — which operations most of Ontario’s power grid — says its net earnings attributable to shareholders dropped to 26 cents per share from 34 cents per share when Hydro One had $200 million in net income. Adjusted net income was also 26 cents per share, down from 32 cents per diluted share in the second quarter of 2018.
The request came yesterday during a meeting between President Kagame and UNDP Administrator Mark Malloch Brown in the capital, Kigali.Mr. Malloch Brown said Rwanda’s future depends its efforts to deepen democracy. “The challenge is to ensure that the government is the government of the people – of all the people,” he said. While the elections next July are expected to signal the successful end to a transition period, they also present a number of challenges, including a very tight schedule for meeting a number of electoral benchmarks, including the adoption of a new constitution, according to UNDP.The agency had assisted Rwanda’s Constitutional Commission in producing a draft constitution which will be submitted to a national referendum in March. Working in partnership with British, Swedish and other aid agencies, UNDP will help Rwanda’s electoral commission to elaborate an action plan, train electoral monitors, provide voting machines and computerize voter rolls. The agency is also involved in building capacities in the judicial system and strengthening Rwanda’s police force by training new recruits and providing equipment. Before arriving in Rwanda, Mr. Malloch Brown toured Uganda, where he visited several development projects. He departed last night for the Democratic Republic of Congo (DRC) where he is scheduled to meet with President Joseph Kabila to discuss the consolidation of peace and security in the Great Lakes region. read more
The political declaration was announced today by the foreign ministers of Australia, Chile, Indonesia, Norway, Romania, South Africa and the United Kingdom.According to a statement issued by a UN spokesman in New York, Mr. Annan had been deeply troubled by the failure of the Review Conference of the Nuclear Non-Proliferation Treaty (NPT), held at UN Headquarters in May, to achieve substantive agreement to strengthen collective security against the many nuclear threats to which all States and peoples are vulnerable. He is therefore “deeply encouraged” by the agreement announced today by the ministers, who represent a diverse group of States, the statement said, adding that Mr. Annan thanked Norway’s Foreign Minister, Jan Petersen, for spearheading the initiative.”The political declaration they have adopted and the input for the 2005 World Summit they have submitted to the President of the General Assembly provide the basis, the Secretary-General expects, for a wide-ranging consensus,” the statement said, referring to the Assembly’s upcoming September summit, where world leaders are expected to renew their commitment to the implementation of agreed development targets and take decisions on UN reform.”The Secretary-General hopes that leaders will use the opportunity offered by the World Summit, and the added impetus which these seven foreign ministers have provided, to make bold commitments and address the pressing challenges to the nuclear non-proliferation regime,” Mr. Annan said. read more

If five-time FIFA World Player of the Year Marta has any hat-trick surprises left at age 30, the Brazilians could go even further. Sweden is the next-best team in group E and has a 83 percent chance of advancing to the knockout rounds. They tied the U.S. in group play last year at the World Cup and are known to match up well against the Americans thanks to the former U.S. head coach Pia Sundhage. China exited the World Cup early last year in the quarterfinals, losing to the U.S. 1-0, but they’ve got a 65 percent chance of making it back to the knockout rounds this year as one of the two third-place teams that will advance. South Africa, despite holding the U.S. to only one goal last month, has only an 11 percent chance of advancing from the group stage.Group F: Germany, Australia, Canada, ZimbabweThe second-ranked team in the world, Germany, will be the biggest challenge for the Americans at the Olympics. The U.S. defeated the Germans in the semifinals of the World Cup 2-0 and 2-1 at the SheBelieves tournament in March, but Germany remains the next most-likely team to win gold, with a 21 percent chance. Australia, despite having only a 7 percent chance of winning the Olympics, is a sleeper pick from Group F; they beat Japan, 3-1, in the Asian Qualifiers in February to eliminate the World Cup runners-up from the Olympics. Canada will likely feel snubbed by their third-place rank in Group F, but an early exit at last year’s World Cup quarterfinals and a loss to France just a few weeks ago moved them further down in our ratings. Zimbabwe upset Cameroon on aggregate goals in last year’s Confederation of African Football (CAF) qualifiers to make it to their first major national tournament, but it’s unlikely they’ll see anything past the group games.Group G: U.S., France, New Zealand, ColombiaThe group that features the American women will usually be the de facto “Group Of Death,” but this tournament’s version earns the title with the largest average WSPI of all of the groups, 87.2. France will give the U.S. its most difficult group game, especially if injuries continue to nag the U.S. midfield — the area of the field where France excels. Les Bleues have a 22 percent chance of making the final game and an 8 percent chance of winning it all. New Zealand’s scrappiness can be effective — they held Canada to a draw at the World Cup last year — and they’ve got a 44 percent chance of squeezing into the knockout rounds as the third-place team from Group G. As for Colombia, I’m still waiting for the breakout performance of Yoreli Rincón, but there’s a 61 percent chance the Colombians go out in the group stage.CORRECTON (Aug. 3, 5:23 p.m.): An earlier version of this article misidentified the French women’s national soccer team. The team’s name is Les Bleues, not Les Bleus. We’re on the ground in Rio covering the 2016 Summer Olympics. Check out all our coverage here.RIO DE JANEIRO — The 2016 Olympic Games start Wednesday — not with Friday’s opening ceremony — with group play in the women’s soccer tournament. The reigning World Cup champions and four-time Olympic gold medalists, the U.S. women’s national team, play New Zealand in Belo Horizonte, but I’m hundreds of miles away in Rio de Janeiro, the epicenter of the Olympic Games and the city where the host nation’s team will begin its Olympic run against China this afternoon. It seemed like a good chance to catch a Brazil game among local fans. So far, I can’t even find a place to watch the game.“Rio is made of bars, but I’m not sure many people will be watching the women’s game,” Patricia “Patchy” Toledo, a former professional women’s soccer player in Brazil, told me when I asked if there are any places where Brazilian fans will be watching their team play. Cíntia Barlem, a journalist covering women’s soccer in Brazil for Globo Esporte, one of the largest sports news sites in Brazil, said she didn’t think most Brazilians would be paying attention. I told her that in the U.S., everyone will be watching the U.S. women’s national team play. “I would like it if the Brazilians do the same here, but it is not the reality.”Reality has been a trip for the U.S. women. Just over a year ago I sat in a stadium with 53,000 people and watched Carli Lloyd rocket a shot from half-field, sailing the ball over Japan’s backtracking keeper and scoring her third goal in the first 20 minutes of the Women’s World Cup final. Since then, the USWNT — which has won four of the five gold medals handed out in the history of women’s soccer at the Olympics, including three in a row since 2004 — has lost only one game in the past year. It has also added fresh, young talent — Mallory Pugh, Crystal Dunn and Lindsey Horan — to a roster of World Cup champions. All of this makes them heavily favored to win a fifth gold medal this year: They have a 38 percent chance of doing so — almost double the odds of Germany, the next-best team — according to our forecasting model. If they get the fifth gold, they’d be the first team in history to win the World Cup and Olympics in consecutive years. Our projections are based on the Women’s Soccer Power Index (WSPI) we created last year, which uses game-based offensive and defensive ratings to estimate a team’s overall skill level. The 12-team Olympic tournament is much smaller than the Women’s World Cup (which fields 24 teams) which means some of the world’s best teams, such as Japan and Norway, did not qualify while some, like England, have their own reasons not to compete in the Olympics. Instead, the field is stocked with teams like Zimbabwe, ranked 93rd in the world by FIFA and making their international tournament debut. This isn’t to say the Olympics will be inferior to the World Cup. In fact, the overall average WSPI of the teams at the Olympics is greater than it those that were at the World Cup (86 compared to 84) but the tournament is much more stratified with great teams at the top of the table — Germany, France and Brazil — and much weaker teams at the bottom like South Africa and Zimbabwe. Below, we take a closer look at the 2016 Olympic tournament, breaking down each team’s chances of advancing from the group stage to the knockout rounds. At the Olympics, the top two teams (as well as the top two third-place finishers) advance from each of the three four-team groups to the single-elimination knockout rounds: the quarterfinals, semifinals and the championship game. Gold Fields has attributable annual gold production of approximately 2.02 Moz, as well as attributable Mineral Reserves of around 49 Moz and Mineral Resources of around 113 Moz. Attributable copper Mineral Reserves total 708 Mlb and Mineral Resources 7,120 Mlb. Gold Fields employs around 10,000 permanent employees.Harmony is a gold-mining and exploration company, with over six decades experience, with operations in South Africa and Papua New Guinea (PNG), one of the world’s most well-known gold mining regions and one of the world’s premier new gold regions respectively. In 2014, Harmony was the 11th largest gold producer in the world, and the third largest producer of gold in South Africa.Sibanye owns and operates high quality gold operations in South Africa – consolidated into one group with one vision and strategy. It is the largest individual producer of gold from South Africa and is one of the world’s ten largest gold producers. It currently owns and operates four underground and surface gold operations, namely the Driefontein Operation (Driefontein), the Kloof Operation (Kloof) and the Cooke Operation (Cooke) in the West Witwatersrand region and the Beatrix Operation (Beatrix) in the southern Free State. In addition to its mining activities, the Group owns and manages significant extraction and processing facilities at its surface operations, which beneficiate the gold bearing ore mined. The following are the participant companies.AngloGold Ashanti is a global gold mining and exploration company with a diverse portfolio of mining operations and projects on four continents, with more than 96% of the company’s revenue derived from the sale of gold produced at its operations located around the world. Working across the full spectrum of the mining value chain, safety and the sustainability of the company’s operating activities remain a core focus for management. The company is headquartered in Johannesburg and has operations in South Africa, the DRC, Ghana, Guinea, Mali, Namibia, Tanzania, Australia, Argentina, Brazil and the United States. Across these operations it employs around 66,000 people, including contractors. Gold Fields is an unhedged, globally diversified producer of gold with eight operating mines in Australia, Ghana, Peru and South Africa. In February 2013, Gold Fields unbundled its mature underground Beatrix and KDC mines in South Africa into an independent and separately listed company, Sibanye Gold. It also expanded its presence in Australia, acquiring the Darlot, Granny Smith and Lawlers mines (known as the ‘Yilgarn South Assets’) from Barrick Gold. This is Gold, a collaborative and web-based initiative to provide insight into the gold industry, its processes and its contribution to South Africa, launched today. The initiative serves as a platform to represent the South African gold industry and will, it says, “provide honest, balanced information that can be used to understand the history of gold mining in South Africa, the work being done by the industry today and the plans in place for the industry’s future. It is founded on the belief that open, honest and vigorous engagement is a route to better understanding the industry and indeed the issues currently facing South Africa.”The gold industry has played a significant role in South Africa’s history and while South Africa’s gold mining production is declining as its ore reserves diminish, the industry still has an important role to play in the country’s economy. Although South Africa is no longer the world’s largest producer of gold, it still produces 5.6% of annual newly mined gold and the country’s resources remain one of the world’s greatest. The gold industry provides employment to thousands of people in South Africa. In 2013, 132,000 people were directly employed in the gold sector. Each job sustains more than five other jobs upstream and downstream of mining, meaning 700,000 indirect jobs are created as a result. This is Gold sees the potential of the gold industry to help transform South Africa, as it faces issues such as the legacy of migrant labour, housing and accommodation, employee indebtedness, an unstable labour environment, safety and health on its mines and sharing the benefits generated from mining. www.thisisgold.co.za read more

The winner was Democrat Jennifer Campbell, a retired doctor who lives in Clairemont. Campbell’s election sets the stage for a shift in power. 6 of the 9 council seats will be held by Democrats, giving the Democrats a super majority, and the power to override a veto by Republican mayor Kevin Faulconer.Taxpayer advocate Richard Rider said the tilt to a more Democratic council occurred with the influence of the city’s labor unions. In the District 2 race, organized labor spent a lot of money on negative mailers, attacking Zapf as a politician aligned with President Trump. The strategy may have been effective in a district where registered Democrats outnumber Republicans by a margin of 3 to 2.Rider said that public labor unions have always had a say in elections. By boosting one candidate as an ally of labor, Rider said unionized city workers, including police and firefighters are in a better position when it comes to getting work on some city projects and in negotiating pay and benefits with the city. “It ends up being a bidding contest and the person who will best represent the union’s interests, which is understandable actually, is the person they will back,” Rider said.Former San Diego Mayor Jerry Sanders who is now the President and CEO of the San Diego Regional Chamber of Commerce said the changing political landscape puts pressure on both sides to work together as collaborators. Sanders did not believe that the influence of the city’s labor unions should be regarded as a negative. “We work with them collaboratively on a number of issues, for example Measure G or SDSU West – we were in a coalition with labor. On the Convention Center expansion, we were in a coalition with labor,” Sanders said. He said labor and business groups should identify the big projects that benefit San Diego, “and then you work together on the outcome of them. i think it creates trust.” November 7, 2018 Changing the balance of power at San Diego City Hall Updated: 7:39 PM read more
Debuggers currently provide limited utility, and we end up stepping through raw WebAssembly instructions emitted by the compiler, rather than the Rust source text we authored. Once this is done, developers can use breakpoints (for instance breakpoint set -name fizzbuzz), source-level navigation, inspect and modify variables during the interrupted execution of the program, view and navigate stack frames, and perform other typical debugging functions with the command line interface or the graphical user interface of LLDB: Source-level debugging of .wasm files using traditional tools like GDB and LLDB is now possible. In a recently published screencast, Mozilla illustrates the debugging with LLDB of a Rust-generated WebAssembly program that implements a solution to the FizzBuzz problem. The screencast first showcases compiling Rust code with cargo to WebAssembly, and running the generated wasm code with wasmtime. The screencast continues with instrumenting the wasm code with debugging information, using LLDB:lldb — wasmtime -g target/wasm32-wasi/debug/fizz.wasm Wasmtime’s debugging support makes it easier to catch and diagnose bugs that may not arise in a native build of the same code. For example, the WebAssembly System Interface(WASI) treats filesystem access more strictly than traditional Unix-style permissions. This could create issues that only manifest in WebAssembly runtimes. The LLVM Project is a collection of modular and reusable compiler and toolchain technologies. The LLDB project builds on libraries provided by LLVM and provides a native debugger.GDB (GNU Project debugger) is a debugger which supports the following languages: C++, Rust, Go, Objective-C, Ada, Assembly, C, D, Fortran, OpenCL, Modula-2, and Pascal.WASI (WebAssembly System Interface) is a modular system interface for WebAssembly focused on security and portability, which is on a standardization path. WASI aims at enabling developers to run WebAssembly programs on any devices, computers, or operating systems.Wasmtime is a standalone JIT-style runtime for WebAssembly. The Wasmtime runtime’s tutorial contains examples for how to target WASI from C and Rust. The resulting .wasm modules can be run in any WASI-compliant runtime, such as Wasmtime or Fastly’s Lucet. Mozilla explains how source-level debugging may help WebAssembly developers catch otherwise obfuscated bugs: Mozilla recently demonstrated debugging of WebAssembly binaries outside the browser, using standard debuggers like GDB and LLDB. Debugging WebAssembly code in the same execution environment used in production allows developers to catch and diagnose bugs that may not arise in a native build of the same code.WebAssembly, in connection with WASI, has recently made strides to be used outside of the browser, and realize the Write Once, Run Anywhere promise. While running WebAssembly programs outside the browser is already possible, in particular with wasmtime, the debugging story presents some difficulties. While WASI allows developers to use console logging to report on the execution of the program, it was not possible to debug the original source. Taking the example of a Rust source compiled to WebAssembly, rustwasm documentation explains the issue: read more
1:04 Comments Take me out to the ballgame via tech Arguing with an umpire might be a thing of the past. Take it up with this computer umpire who’s never wrong. The introduction of computer-aided refereeing in professional sports has been a mixed bag to say the least. But the hope of inching ever closer to ensuring the right call is made seems like a result worth working toward.Of course, each sport has its share of subjectivity, but perhaps no mechanic is more overly scrutinized than the strike zone. The interpretation of this imaginary floating rectangle has been the source of countless arguments and ejections over the years, but now Major League Baseball is considering shifting the enforcement of it away from human umpires to Trackman, a radar-based ball-tracking system. This is Trackman, and it might become the artificially intelligent umpire at your future baseball game. Mike Sorrentino/CNET The league has partnered with the Atlantic League of Professional Baseball to serve as a testing ground for the technology. The plan is for the ALPB to use Trackman this season while MLB observes its impact on the game.Trackman analyzes a handful of details about the ball as it breaks the plane in front of home plate. It can detect velocity, movement, the type of pitch and more. The Somerset Patriots, based in Bridgewater, New Jersey, let us get full access to the system and we documented our experience in the feature above.Trackman definitely has potential and it seems like it’s just a matter of time before a computer is in charge of the strike zone. Perhaps 20 years from now baseball fans will look back at a time of human umpires calling balls and strikes and think we were absolutely crazy.Watch the above YouTube video to find out more about Trackman and our brief experience letting it judge a few swings at the plate. However, Public Security Ministry authorities denied that the police officers had anything to do with killing or cooking the monkey. (Taken from Teletica/Facebook)The Public Security Ministry release stated that the officers took pictures and then shared them in a WhatsApp group. It also stated that members of the indigenous group explained to police that they often cook and eat monkeys to survive. The ministry is still investigating the behavior of the two officers, who were in the Talamanca region to eradicate illegal marijuana plantations that are often discovered in isolated parts of the mountains. This is the second controversy that has stemmed from cops’ personal communications in a WhatsApp group in less than a month. Comments Share NATO has a system of partnerships with dozens of nations across the globe such as the Mediterranean Dialogue, a NATO outreach program with seven friendly nations, including Israel. In the past, partner nations did not usually attend the alliance’s summits. But Fogh Rasmussen said 13 would do so this time.“At the Lisbon summit (in 2010), we made clear that we would enhance dialogue and cooperation with partner nations … because in today’s world security challenges know no borders, and no country or alliance can deal with most of them on their own,” he told journalists. Two other members of the Mediterranean group, Jordan and Morocco, are among them. But Fogh Rasmussen said Israel is not because it does not participate in missions in Afghanistan and Kosovo.“Israel has not been invited to attend the summit because Israel is neither a participant in ISAF nor in KFOR … no one has blocked an invitation because it’s not been an issue,” Fogh Rasmussen said. ISAF and KFOR are acronyms for coalition forces in Afghanistan and Kosovo.Earlier this year, Turkey scuttled a plan to include an Israeli warship in a NATO-run flotilla patrolling the Mediterranean. Think Tank analyzes the second round of Democratic debates In the past, Israeli warships and air force jets have joined in some NATO exercises, but Israel’s participation in the naval operation would the first time its armed forces have taken part in one of the alliance’s military operations.Representatives of about 60 nations and international organizations will attend the Chicago conference. Partner nations include include Sweden, Switzerland, Qatar, Georgia, Australia and New Zealand.Representatives of Russia and several Central Asian states also have been invited to discuss the war in Afghanistan _ the summit’s main focus _ “because they provide important transit arrangements to the benefit of our operation,” Fogh Rasmussen said. The alliance has repeatedly said it is prepared to enhance practical cooperation with all partner nations in the region, including Israel. But some members have opposed past attempts to forge closer cooperation with the Jewish state, saying that could hurt the alliance’s relations with other Muslim countries, including Afghanistan, which remains NATO’s top operational priority.(Copyright 2012 The Associated Press. Nevada officials reach out to D-backs on potential relocation Cardinals expect improving Murphy to contribute right away “I’m not going to say I’m not, I’m not going to say I am,but I’m hopeful,” Wells said about playing this week.Whisenhunt said he will not put a time-frame on Wells’return.“I don’t want to set the young man up for failure,”Whisenhunt said. “If he gets out there Wednesday and it’sa struggle we’ll see how it progresses.“Once again I think it’s good because at one pointyesterday we thought he might be done for the year.”Arizona Sports’ Kyndra de St. Aubin contributed to thisreport D-backs president Derrick Hall: Franchise ‘still focused on Arizona’ The Cardinals needed Beanie Wells to step up this season, and the third-year pro has responded by averaging 4.6yards per carry and scoring six times. The Ohio State product has looked every bit the featureback — when he’s been on the field.Wells, who missed the team’s Week 3 game in Seattle, leftSunday’s contest with the Steelers in the second quarterwith a knee injury. He didn’t return, finishing theafternoon with 42 yards on 12 carries. What an MLB source said about the D-backs’ trade haul for Greinke Top Stories “Good news on Beanie,” head coach Ken Whisenhunt saidMonday, “from the standpoint of his injury looks like it’snot a surgical option. “His knee is stable.”Whisenhunt said Wells took a shot during the game whichcaused the running back’s knee to lock up, which combinedwith swelling prevented the player’s return.“We’ll monitor him this week and see where he is as far asrehab and see where he progresses.”Unfortunately for the Cardinals, the process of preparingfor the next game with uncertainty surrounding Wells’status is nothing new, though the offense is certainlyless effective when he’s unavailable.Even still, Whisenhunt isn’t ready to give up on therunning game just because Wells isn’t playing.“I’m comfortable with the guys that we’ve got,” the coachsaid. “I think Alfonso [Smith] has shown that he can dosome good things for us. Obviously having LaRod [Stephens-Howling] back 100 percent helps, and then Chester [Taylor]is a lot more comfortable with where we are offensivelyright now.”Whisenhunt said the team would take a “back by committee”approach for as long as Wells is out, though no one isquite sure how long that will be.
