Behind their bellicosity about its abortion services is also a concerted attack, with racist overtones, on the right of low-income women, including African Americans and Latinas, to government-funded health care, which right-wingers want to limit, even stop. The observation was made in an application for quashing of FIR on the ground that the same had been registered at the pressure of the Cell, also known as the “Mukhya Mantri Jansanbad Kendra”. It was alleged that when the police refused the private Respondent’s request to register an FIR as no cognizable offence was disclosed from the information, the Respondent approached the Cell which pressurized the Police to register the FIR. “I find that the FIR was registered at the direction of the “Mukhya Mantri Jansanbad Kendra” (the Chief Minister Public Hearing Cell) as the informant made a complaint to that Cell, when the FIR was not being registered. This document is the part of the FIR and from perusal of the same, I find that there was a direction by that Cell on 25.12.2017 to register the FIR. Further several directions were given by the said Cell, which would be apparent from pages 26, 27 and 28 of the FIR. Not only direction but the matter was supervised by the said Cell,” the bench recorded. Discouraging such “usurpation of power”, the court observed, “If a written complaint is placed before a police officer wherein cognizable offence is alleged, the Officer cannot refuse to register the same as FIR. If there is refusal or negligence on the part of the police in registering the same, the remedy lies in Code of Criminal Procedure. The complainant/informant can send the complaint to the Superintendent of Police or to the Higher Authority praying therein to register the same. He even has the option to file a complaint before the court of competent jurisdiction. There is no provision in law to approach “Mukhya Mantri Jansanbad Kendra”.” The court noted that in the present case, no cognizable offence was made out and a simple money claim, arising out of a continuing business transaction, had been given the colour of criminal case, “which is nothing but an abuse of the process of law.” Observing that civil liability cannot be converted into a criminal liability (Binod Kumar & Ors. v. Detectives begin ‘unraveling’ mysterious deaths of Saudi sisters found bound with tape in New York City’s Hudson River
NYPD(NEW YORK) — New York City detectives have conducted various interviews in Virginia where two sisters from Saudi Arabia were living before their bodies, bound together with duct tape, were found floating along the Hudson River last week.Chief of Detectives Dermot Shea of the New York City Police Department said those interviews are “unraveling” what was going on in Tala and Rotana Farea’s lives before their mysterious deaths.“I think we’ve made significant progress in piecing together pieces of this puzzle to find out what happened,” Shea said at a press conference Wednesday morning, noting that detectives have already spoken to family members and other associates of the sisters to learn more about them.“Those interviews are really unraveling in some way a piece of the puzzle of behind the scenes,” Shea added. “There is still work to do.”Shea released new images of the Farea sisters, which he said were obtained with the cooperation of the family.It’s unclear when the Farea sisters arrived in New York and where they were staying. But investigators believe the women were alive when the entered the Hudson River, two police sources told ABC News.Detectives are checking to see if any surveillance cameras captured the moment the women entered the water. They are also trying to determine whether either of them had met with any counselors or therapists in recent weeks.The deaths are being investigated as suspicious, and there has been no determination on whether they are homicides, suicides or accidents, the sources said.The medical examiner’s office will determine the causes of death as the investigation continues.A passerby alerted authorities after spotting the bodies in the Hudson River off of Manhattan’s Upper West Side on the afternoon of Oct. 24.The women were found lying on rocks near the river, fully-clothed, both wearing black jackets with fur trim and black leggings. There were no obvious signs of trauma, police said.The bodies are believed to have washed ashore with the tide and stayed when the tide went out, police said.On Saturday, police identified the bodies as those of Tala Farea, 16, and Rotana Farea, 22, sisters who had previously been living in Fairfax, Virginia.The younger sister, Tala, had been reported missing on Aug. 24, according to the National Center for Missing and Exploited Children. That was the last time the two sisters were last seen in Virginia, two police sources told ABC News.The Royal Consulate General of Saudi Arabia in New York confirmed in a statement Tuesday that the Farea sisters were students accompanying their brother in Washington, D.C.The consulate said it has “appointed an attorney to follow the case closely,” and that authorities “are following closely and constantly for details on the case including the forensic reports showing the causes of death which have not yet been finalized and is still under investigation.”Anyone with information about the Farea sisters is urged to call the New York City Police Department’s Crime Stoppers hotline at 1-800-577-TIPS. (MOL) and Japan Bank for International Cooperation (JBIC) signed a Cooperation Agreement confirming the parties’ intentions to implement projects for the construction of a marine LNG transshipment complexes in the territory of Kamchatka and Murmansk region (hereinafter – “Projects”), including possible acquisition of participation interest in Projects and potential financing of Projects.“We have already started successful cooperation with Japanese companies in large LNG projects, including Yamal LNG and Arctic LNG 2, and, accordingly, we see great potential in expanding further this mutually beneficial cooperation,” noted Leonid Mikhelson, NOVATEK’s Chairman of the Management Board. “The construction of the Kamchatka and Murmansk transshipment complexes will help to optimize logistics and maximize the efficiency of LNG deliveries from Yamal and Gydan to LNG key markets of the Asia-Pacific region, including Japan, the largest global LNG consumer. We think we will reach final arrangements for these projects by year end”.
